Lake effect rain and a few scattered thunderstorms will continue

over Lake Ontario today. Waterspouts may be embedded within the

lake effect rain at times. Waterspouts can produce localized

higher winds and waves and can easily overturn vessels.



Waterspouts can develop with little to no advance warning. If a

waterspout is spotted seek harbor immediately.



Conditions will remain favorable for waterspouts on Lake Ontario

into Friday.

...STRONG THUNDERSTORMS OVER THE CARIBBEAN WATERS AND MONA PASSAGE...



At 1030 AM AST, Doppler radar indicated thunderstorms associated 

with the outer rainbands of Tropical Storm Melissa (with a center 

located around 540 mi SE of Cabo Rojo as of the 8 AM Oct 23 

Bulletin) capable of producing winds to around 30 knots, frequent 

lightning, and isolated waterspouts. These thunderstorms were 

located mainly over portions of the Caribbean Waters and the Mona 

Passage, moving west-northwest at around 20 to 25 knots.



PRECAUTIONARY/PREPAREDNESS ACTIONS...



Mariners can expect gusty winds to around 30 knots, locally higher

waves, lightning strikes, possible waterspouts and heavy 

downpours. Boaters should seek safe harbor immediately until this 

storm passes.
