At 1030 AM AST, Doppler radar indicated thunderstorms associated with the outer rainbands of Tropical Storm Melissa (with a center located around 540 mi SE of Cabo Rojo as of the 8 AM Oct 23 Bulletin) capable of producing winds to around 30 knots, frequent lightning, and isolated waterspouts. These thunderstorms were located mainly over portions of the Caribbean Waters and the Mona Passage, moving west-northwest at around 20 to 25 knots. PRECAUTIONARY/PREPAREDNESS ACTIONS... Mariners can expect gusty winds to around 30 knots, locally higher waves, lightning strikes, possible waterspouts and heavy downpours.
