...STRONG THUNDERSTORMS OVER THE CARIBBEAN WATERS AND MONA PASSAGE...



At 220 PM AST, Doppler radar indicated thunderstorms associated 

with the outer rainbands of Tropical Storm Melissa (with a center 

located at 15.5N, 75.3W, as of 2 PM Oct 23 Bulletin) capable of 

producing winds to around 30 knots, frequent lightning, and 

isolated waterspouts. These thunderstorms were located mainly over

portions of the Caribbean Waters and the Mona Passage, moving 

west- northwest at around 20 knots.



PRECAUTIONARY/PREPAREDNESS ACTIONS...



Mariners can expect gusty winds to around 30 knots, locally higher

waves, lightning strikes, possible waterspouts and heavy 

downpours. Boaters should seek safe harbor immediately until this 

storm passes.

The National Weather Service in Salt Lake City has issued a



* Flash Flood Warning for...

  Northeastern Kane County in southern Utah...



* Until 330 PM MDT.



* At 1227 PM MDT, Doppler radar indicated thunderstorms producing 

  heavy rain across the southern portion of Hole-In-The-Rock Road. 

  Up to 0.5 inches of rain have fallen. Additional rainfall amounts 

  up to 0.75 inches are possible in the warned area. Flash flooding 

  is ongoing or expected to begin shortly across areas near Coyote 

  Gulch and Forty Mile Creek to the confluences with the Escalante 

  River.



  HAZARD...Life threatening flash flooding. Thunderstorms

           producing flash flooding.



  SOURCE...Radar.



  IMPACT...Life threatening flash flooding of creeks, streams,

           normally dry washes, and backcountry roads.



* Some locations that will experience flash flooding include...

  Coyote Gulch up through Scorpion East, Forty Mile Gulch, Fifty 

  Mile Gulch, Davis Gulch, and the lower portion of the Escalante 

  River along Hole-In-The-Rock Road in Northeastern Kane County



PRECAUTIONARY/PREPAREDNESS ACTIONS...



Turn around, don't drown when encountering flooded roads. Most flood 

deaths occur in vehicles.



Remain alert for flooding even in locations not receiving rain. Dry 

washes, streams, and rivers can become raging killer currents in a 

matter of minutes, even from distant rainfall.



Flooding is occurring or is imminent. It is important to know where 

you are relative to streams, rivers, or creeks which can become 

killers in heavy rains. Campers and hikers should avoid streams or 

creeks.
