At 644 AM AST, Doppler radar indicated thunderstorms capable of producing winds to around 30 knots, frequent lightning, and isolated waterspouts. These thunderstorms were located mainly over portions of the Caribbean Waters and the Mona Passage, moving north to northwest at around 15 to 20 knots. Additional thunderstorms are expected to develop across these waters. These t-storms are associated with the outer rainbands of Tropical Storm Melissa. The center of this T.S. is located around 565 miles SE of Cabo Rojo as of the 5 AM Oct 24 Bulletin. PRECAUTIONARY/PREPAREDNESS ACTIONS... Mariners can expect gusty winds to around 30 knots, locally higher waves, lightning strikes, possible waterspouts and heavy downpours.
