Air temperatures this afternoon will rise into the 80s across much of the Tri-State, however, water temperatures in the ocean and the Long Island Sound remain mostly in the 50s. When the water temperature is below 60 degrees, the average submerged person could lose dexterity within minutes and be unable to accomplish simple tasks.
