The National Weather Service in El Paso Tx/Santa Teresa has issued a

* Flash Flood Warning for...
  Northwestern El Paso County in western Texas...

* Until 315 AM MDT.

* At 108 AM MDT, Doppler radar indicated thunderstorms producing
  heavy rain across the warned area. Between 0.5 and 1 inch of rain
  has fallen. Additional rainfall amounts of 0.5 to 1 inch are
  possible in the warned area. Flash flooding is ongoing or expected
  to begin shortly.

  HAZARD...Flash flooding caused by thunderstorms.

  SOURCE...Radar indicated.

  IMPACT...Flash flooding of small creeks and streams, urban areas,
           highways, streets and underpasses as well as other poor
           drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  West El Paso, Central El Paso, Northeast El Paso, East El Paso, Far
  East El Paso, Fort Bliss, Biggs Field, Fort Bliss Northeast and
  Franklin Mountains State Park.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Be aware of your surroundings and do not drive on flooded roads.

* At 329 AM EDT, gauge reports indicated heavy rain falling across
  the warned area. Between 3 and 6.5 inches of rain have fallen since
  late last evening. Flash flooding is likely ongoing.

  HAZARD...Flash flooding caused by heavy rain.

  SOURCE...Gauges reported.

  IMPACT...Flash flooding of small creeks and streams, urban areas,
           highways, streets and underpasses as well as other poor
           drainage and low-lying areas.

* Some locations that will experience flash flooding include...
  Powhatan, Cumberland, Tobaccoville, Ballsville, Sunnyside,
  Trenholm, Macon, Guinea Mills, Clinton, Hatchers, Belona, Oak
  Forest, Ashby, Whiteville, Grays Siding, Lake Powhatan, Tamworth,
  Provost and Rock Castle.
